Here is a recompiled openvpn-2.1_beta14 for Windows which allows a web
browser to connect to OpenVPN's management interface.  For more details
about the management-http option see the Read_Me file one level up.

To run OpenVPN as a non-admin user ...

1)
   Configure OpenVPN with ...
        management localhost NNNN
        management-query-passwords
        management-hold
        management-http

2)
   Configure OpenVPN as an automatic Windows Service.
   Follow the instructions included here ...
      http://openvpn.net/INSTALL-win32.html#running_as_windows_service

3)
   Log in as the non-admin user.
   Use a web browser to go to the URL ...
      http://localhost:NNNN/
   ... where NNNN is the portnumber used in the OpenVPN config file.
